Position Summary

The Arizona Department of Education (ADE) IT division seek a Technical Project Manager who is

self-driven and thrives working in a fast-paced, dynamic environment that operates on

collaboration and partnership with all business stakeholders. The successful candidate will have

extensive technical expertise, demonstrate previous experience and success in large,

enterprise-wide products/projects with an emphasis on software development and data

warehousing projects.

Responsibilities

Directs and monitors all activities for large, high risk, major technology-based projects

from initiation to delivery; projects cross platforms, applications, and/or business lines

Works with stakeholders to develop technology concepts, requirements, design

alternatives, project schedules, and costs for project initiatives

Plans and directs complex project and program schedules and budgets, monitoring and

tracking

Manage all phases, dependencies, risks, and strategy to meet project and account

objectives

Provides consistent and comprehensive status reports, project updates, and ongoing

cost analyses, significant issue management and resolution

Manages and drives multiple projects

Delivers work effort and project artifacts that demonstrate a commitment to

The Role

Position Qualifications

Education

  • Bachelor’s degree in Construction Management, Architecture, Engineering, Landscape Architecture, or a related field

Experience

  • Two (2) years of experience in project management, managing facilities, or construction projects

OR

  • A combination of post-secondary education and/or job-related experience may substitute for the minimum qualifications on a year-for-year basis.

Other Requirements

  • Must possess or have the ability to obtain a valid Arizona driver's license by the time of hire
  • Proficiency with Microsoft Office Suite

Our Preferred Candidate Has

  • Experience in managing capital improvement projects or major maintenance projects in a government environment desired
  • Computer-aided drafting skills (CAD) and Arc View skills
  • ADEQ Certification as a Grade 1 Water Treatment Plant and Distribution System Operator or the ability to obtain within 12 months of hire

Essential Job Tasks

The tasks listed are a representation and not an all-inclusive list of essential job tasks for this position.

  • Provides project management in all project phases from planning, design, construction, and quality control for capital improvement of park facilities
  • Meets with various stakeholder organizations to understand needs and requirements for projects, creating the scope of work
  • Schedules and evaluates vendor proposals, assists in contractor selection, manages consultant design and construction contracts, processes change orders, and pay applications
  • Point of contact, makes project decisions and develops and implements action plans and recommendations with minimal guidance
  • Conducts site visits to inspect the quality of workmanship and monitoring progress
  • Ensures contract agreements are met and follows up on project warranties
  • Coordinates planning, development, and construction of Park facilities with other departments, agencies, and entities
  • Coordinates with Facilities Management and Office of Procurement Services to obtain consultants, designers, and contractors for various design and construction projects and interpret and enforce existing contract requirements
  • Oversees a Transient Non-Community Public Water System
  • Prepares and oversees project budgets and monitors capital budget items to support department and development budgets

Working Conditions

The Maricopa County Park system and Maricopa County is one of the largest Park systems and Counties in the country, and travel from one Park to another can be over 200 miles per day. Works outside in the heat and cold; completes field investigations of parks utility systems, buildings, and park amenities. Occasional lifting up to 50 pounds, hiking on park trails with uneven terrain, and use of ladders are required.

As the Senior Project Manager, you'll have the opportunity to showcase your expertise to successfully lead, plan, organize and oversee all activities related to the successful execution of complex and international clinical trials and programs. You’ll also manage and coordinate the efforts for all members of our highly talented global project team, including Regulatory, Clinical Operations, Biometrics and Medical Affairs / Safety to support milestone achievement and overall project delivery. What You'll Be Doing

  • Act as the primary liaison between Premier Research and the customer for assigned Oncology projects and chairs project team meetings; monitor and manage customer satisfaction; develop strong relationships with current clients to generate new and add-on business for the future
  • Manage the project team to ensure study progress is according to client and Premier Research requirements; ensure adherence to project budget and scope of work to realize project profitability
  • Facilitate team training, including therapeutic, protocol specific, and process training
  • Develop project plans for all phases of the project lifecycle, including quality, risk management and proactive contingency plans, ensuring that issue escalation and resolution is clear
  • Facilitate communication across the project team and departments
  • Maintain, evaluate and communicate study progress by using company tracking systems, timelines and budget reviews; provide project progress, including performance, customer expectations and project baselines
  • Monitor the quality of project deliverables and address quality issues; facilitate creative resolution of project related conflicts with necessary corrective and preventative actions
  • Ensures adequate resourcing is available to meet project deliverables and milestones; prepare forecasts for staff utilization over the life of the study; ensure appropriate transition planning and stakeholder communication for any change in staff
  • Oversee project documentation, ensuring Trial Master Files are completed and “audit ready”; supports study audits and responds to audit reports
  • Review and approve project expenses and ensure all study related contractual and budgeting issues are addressed; provide accurate information to ensure timely invoicing and allow for accurate forecasting
  • Identify scope of work changes across all functional areas and secure Change Orders
  • Apply your expertise to assist in Business Development activities, including proposal development and leading proposal presentations in partnership with Business Development and Scientific Leadership
  • Identifies, recruits and manages central vendors as required per project scope

You'll Need This Background To Be Considered

  • Undergraduate degree, preferably in a clinical, biological, or science-related field along with 7+ years’ experience, preferably in a pharmaceutical company/medical device company/CRO including experience as a Project Manager managing complex trials, multiple phases and full lifecycle for Oncology.
  • Proven financial acumen to Budget/finance/costing experience on a project level
  • Must have COVID study experience
  • Known for successful coaching/mentoring other PMs
  • Knowledge of ICH/GCP regulations and strong working knowledge of FDA Guidance Documents/EU Directives/ISO14155 regulations, drug/device development, and clinical monitoring procedures
  • Strong knowledge of the principles of project management, the clinical development process and full service functional areas
  • Highly confident and effective presenter with knowledge of web based communication tools; excellent verbal and written communication skills with a customer-service focus
