What We're Looking For
Responsible for direction and supervision of the HNTB's Program Management team in Michigan. Coordinates program priorities, staffing schedules, and staff assignments to ensure program managers have the resources they need to provide HNTB clients with best-in-class program management consultant services to achieve program success. Responsible for coaching and mentoring and efficient, productive utilization of staff in providing high-quality service, on time and within budget. Must have an in-depth knowledge of current practices, procedures and priorities related to the MDOT program and a working knowledge of targeted local agencies including Macomb and Wayne Counties.
Primary Focus Will Include
- Provides leadership within the program management group to support 4x4 delivery across the active programs through collaboration and effective work planning.
- Closely collaborates with the PM/CM Department leaders to ensure program managers are provided the resources needed to successfully deliver HNTB’s program management assignments throughout the overall program lifecycle.
- Supports the PM/CM Group Director with strategic planning, plan implementation, profitable growth and operational predictability.
- Supports the program managers meet program staffing needs to delivery 4x4 always, while providing direction to Program Managers, other staff, client staff and subconsultants as required.
- Participates in the development of client service action plans, monthly project reviews and periodic client audits.
- Recruits, hires and develops program management staff while promoting diversity and inclusion in the workplace.

Minimum Education, Experience, Skills

As part of the programme team supporting a vast procurement effort and providing governance, assurance and knowledge transfer to assist develop the local stakeholders and supply chain.
This is an opportunity to work on a government to government programme that is providing PMO, programme and assurance to the Peruvian Government across over 100 construction projects nationwide. A major aspect of our scope is to provide the knowledge transfer and upskilling for the Peruvian ministries, leaving behind a best practice legacy long after our commission ends.
Your Responsibilities Will Include
- Managing the procurement process for consultants, contractors and specialist suppliers (long lists, short lists, prequalification, tendering, mid tender meetings, writing contract placement reports, contract award).
- Compiling RFPs and tender documents and managing the outputs.
- Liaising with other experts on contract forms (lawyers) and insurance requirements.
- Researching the supply chain (locally and internationally) to understand options, constraints, lead in times, current workloads, bonding capacity, experience in sector.
- Securing and procuring all key packages for contractors and consultants.
- Ensuring that the highest standards of health and safety are considered as a priority throughout all stages of the projects life cycle.
- Developing the clients brief and procurement strategy, leading the development of new and established supply chain partners.
- Developing of the procurement and project management strategy in line with the Mace Way and the client requirements.
- Working closely with the client, operators, sub consultants and contractors to ensure timely, cost effective delivery.
- Coordinating and managing multiple stakeholders and demonstrate the ability to build robust, long term relationships and integrated teams.

Education And Experience Required
- University or Bachelors degree in Marketing or Finance; advanced degree or MBA preferred.
- Typically 12+ years of professional experience with a combination of Marketing, Sales, Business Planning experienced preferred.
- Demonstrated Management/ Team leadership experience.
Knowledge And Skills
- IT industry knowledge.
- Business planning skills, multidimensional.
- Financial planning and modelling skills, comfortable to manage high complexity business planning and reporting.
