VDOT is seeking a motivated and experienced individual to join the team responsible for the agency’s Billion Dollar Federal Aid Highway Program. Our Budget and Funds Management Division needs a Planning and Reporting ( PAR ) Team Manager to support the division in providing transparency and financial accountability for federal transportation funds, while complying with federal and state regulations and policies. This position is responsible for coordinating the participation of VDOT divisions and districts, as well as other state agencies, in the development, ongoing management, and reporting of the Statewide Transportation Improvement Program ( STIP ) and Metropolitan Transportation Improvement Programs (TIPs). STIP responsibilities also include conducting district outreach and training on STIP requirements, agency procedures and best practices, and STIP applications and tools, as well as documenting STIP processes and procedures. Additionally, the successful candidate will manage and provide leadership, direction, and guidance associated with the tracking and reporting of obligated federal funds, the transfer of Title-23 funds to other state agencies, and sub-award reporting. The ability to collect data from multiple sources, analyze and interpret data, respond to ad hoc requests for information, and juggle multiple priorities in a high-paced environment are essential, as well as the ability to build effective relationships across organizations, and collaborate and reach consensus in support of division and department goals and objectives.

Specifically, This Position Will Be Responsible For

  • STIP / TIP Development, Management, and Reporting – Supervise the development and ongoing management of the STIP ensuring TIP / STIP actions are prepared in time to support timely project delivery. Conduct district outreach and training on STIP requirements, agency procedures and best practices, and STIP applications and tools. Develop, document, and update STIP processes and procedures. Coordinate with the Federal Funds Team, as needed, in the federal authorization process to ensure consistency between TIP / STIP and compliance with federal regulations.
  • Freight Investment Plan – Oversee development of the freight investment plan project listing and demonstration of fiscal constraint, working in collaboration with OIPI and FHWA VA Division.
  • Title 23 Transfers – Manage the processing and tracking federal-aid highway fund transfers to other federal agencies and states.
  • BFMD Federal Program Planning and Reporting – Serve as expert on BFMD’s role in the agency’s overall transportation planning process. Supervise and manage the department’s efforts to meet federal reporting requirements related to annual obligations and FFATA as well as ad hoc reporting requirements.
