Position Specific Description

The Project Manager / Business Analyst role is responsible for the management of business process design and enhancement review, project requests across the organization and coordination of implementation including but not limited to requirements gathering, gap analysis and overall operational impact and change management. The Project Manager / Business Analyst is held accountable for maintaining fluid communication between business stakeholder(s), third party vendor(s) and Vice President of Project Management. Aide in planning, directing and ensuring successful project management practices are implemented and utilized throughout all departments.

Job Duties & Responsibilities

  • Responsible for business process design and enhancement by way of evaluating and making recommendations on specifications for new tools, projects, processes and applications
  • Interact with operational teams and business stakeholders to obtain documented requirements and ensure requirements are all-inclusive to support the design of new or improved processes
  • Responsible for dispatching all applicable resources to department project leads including test script templates and project related documentation
  • Responsible for change management including the notification to all impacted departments to ensure change is properly implemented
  • Responsible for meeting all phases and milestones of project in accordance with project timeline including departmental testing and contractual obligations
  • Communicates proactively on status, process standards, changes, gaps and workarounds clearly and succinctly to all project stakeholders including third party vendor(s)
  • Responsible for communicating overall project status and needed escalation to Vice President of Project Management should scope, budget or timeline be at risk
  • Aide in resource availability and allocation including the coordination of third party vendor(s) for seamless execution of projects
  • Aide in reviewing project plans and details for compliance

    Responsible for managing project request forms submitted for review

ESSENTIAL SKILLS AND EXPERIENCE:

Under the direction of the COO, the Sr. Project Manager will manage a portfolio of four procurements.These critical procurements are the subject of heightened public scrutiny and valued in the billions of dollars. The procurements will include advanced procurement strategies such as consensus scoring evaluation methods, as well as multi-step selection methods and service-area driven or program goal-oriented selection criteria in addition to standard criteria.

The Sr. Project Manager will develop a high-level timeline for the portfolio, as well as a detailed timeline for each procurement. The project manager will lead meetings and report regularly to executives and the committee on project status, including budget, scope, schedule, resources, issues, and risks. The project manager will be asked to use both waterfall and agile project management.

Job Duties

    • Enforces Committee-established project roles and responsibilities.
    • Identifies and plans for needed resources.
    • Completes project deliverables within time, cost, and quality constraints.
    • Manages procurement timelines, including the sequence and cadence.

      • Define the overall request for proposal template structure within the limits of Texas statute and agency standards.
      • Develop the executive summary, narrative, and statement of work.
      • Develop solicitation evaluation criteria.

      • Draft development and submission criteria.
    • Develops, maintains, stores and archives project plans, artifacts, and required documentation for each procurement in the portfolio.
