We’re searching for a Program Manager to oversee and manage contractual, technical, and schedule performance for DOD and International contracts.

More About The Role

  • Create clear and attainable project objectives, build project requirements, and manage constraints of cost, time, scope, and quality
  • Ensure team members know and execute their respective roles and the roles of the other team members
  • Maintain coordination with the COR and Government PM, keeping them informed of relevant contract related information especially risks and issues and the associated resolution plans and status.
  • Ensure production schedules are met and system resources are used effectively
  • Coordinate resolution of production-related problems
  • Ensures proper relationships are established between customers, teaming partners, and vendors to facilitate the delivery of information technology services.
  • Schedule and manage all major program review

You’ll Bring These Qualifications

  • Bachelor’s degree, or higher, in Business, Financial, Management, or Engineering discipline.
  • A minimum of 10 years’ experience managing DOD/Government Programs
  • Minimally requires an active Secret level clearance
  • Demonstrated experience presenting briefings to customer management, and customer stakeholders.
  • Proficient in Microsoft Project, Excel, Word, and PowerPoint
  • Proficient at coordinating and managing proposals to include both Technical and Cost Volumes.

These Qualifications Would Be Nice To Have

  • International Program Management experience a plus
  • Demonstrated experience managing IDIQ programs with multiple active task orders using various contract types.
  • Demonstrated experience managing programs delivering technologically complex radio solutions.
  • Demonstrated 5 or more years of experience with management of DOD
  • PMP certification
  • Prior experience in engineering and operations/manufacturing environment with RF related DoD products
  • Prior experience with radio products utilizing Type 1 encryption
  • Active TS/SCI security clearance

Job Description: Manage the customer’s requirements management process within the team and with external stakeholders to include the overseeing the collection, documentation, analysis and prioritization of new and changing requirements. Have a deep understanding of project management principles to include risk management and resource management. Be fluid in the language/execution of DoD cyberspace mission forces and operations. Create clear and attainable project objectives, build project requirements, and manage constraints of cost, time, scope, and quality. Manage project stakeholders, project team(s), project risk, project schedule, project budget, and project conflicts.

Position Specific Responsibilities

  • Manage special projects and review construction documents.
  • Research, identify, and recommend resources required to support a cyber operations squadron and facility management/maintenance requests.
  • Analyze user needs to determine functional requirements for a wide variety of projects.
  • Prioritize ongoing projects and align tasks with strategic goals.
  • Plan, draft a budget, oversee, and document project lifecycle management.
  • Work closely with stakeholders to understand immediate and future requirements and the ability to interpret these requirements into actionable outcomes.
  • Employ, share, and improve project management processes, standards, and best practices.
  • Partner with facility managers to ensure all contracts are properly implemented and executed consistent with the identified scope of work.
  • Manage issues and risks, create mitigation plans, and elevate to appropriate stakeholders as necessary.
  • Schedule facility work and construction performed by contractors.
  • Document and communicate project changes, project health and project status to leadership.
  • Set timelines and schedules to prevent project delays.
  • Serve as the first point of escalation for all facility concerns.
  • Monitor and suggest improvements to the facility and its equipment in an effort to improve performance and reduce costs.
  • Inspect facility and equipment for needed repair / maintenance.

Education/Certifications Bachelor's degree from an accredited college in a related discipline plus a minimum of five (5) years of relevant experience; or Master's degree from an accredited college in a related discipline plus a minimum of three (3) years of relevant experience; PMP or five years’ experience as managing projects (preferred)

Job description

Enlighten, an Alion company is looking for a Technical Project Manager (PM) to provide leadership of a cloud big data pilot program. The project requires knowledge of cloud computing technologies, program management concepts, and agile software development. The PM will interface with the government contracting officer representative (COR) and the Enlighten management team.

The PM is responsible for numerous aspects of the contract to include program execution, meeting or exceeding delivery objectives and milestones, and outstanding cost performance. The PM will be responsible for formulating and enforcing work standards, developing and executing project schedules, reviewing work discrepancies, supervising personnel and communicating policies, procedures, and goals to team members. The PM will work with the technical leads to oversee personnel and technical management of all tasks, and will ensure that the full range of corporate resources is available to perform the required tasks. The PM provides management oversight of all program personnel, both Enlighten and subcontractors, ensuring the highest quality of task completion and deliverables in accordance with the contract.

The PM performs day-to-day management of the project, and develops long-term and strategic objectives to help ensure that end user requirements will be satisfied in future years of the contract. The PM performs horizontal integration planning, and interfaces frequently with other functional areas such as subcontracts, project control, and personnel security. PM ensures program deliverables and schedules are implemented in a timely manner; provides supervision, training, and direction to staff; and serves as the single point of contact for all customer issues or concerns. The PM is accountable for meeting contractual performance criteria and due dates during service delivery, and successful overall project completion.

Security Clearance

  • A current Secret level is required, but having a current TS/SCI level government security clearance is highly desired. Due to this requirement, all candidates must be a U.S. Citizen.

Required Skills

  • B.S. degree in Business Management, Finance, Accounting, Computer Science or related discipline. Educational requirements may be adjusted for applicable work experience. Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience.
  • 5-7 years experience managing programs of similar scope, type, and complexity within the Federal Government. Having prior experience with the Air Force is highly desired.
  • Direct experience in managing multi-task contracts and subcontracts of various types and complexity including Firm Fixed Price (FFP).
  • Must have strong attention to details and be very organized.
  • Superb communication skills and strong public speaking skills.
  • Prior experience working in the PMO with little to limited support in a ProjectManagement role. Will be responsible for the schedule, program financials, employee resource allocation, milestones, customer interaction, etc.
  • Strong knowledgeable and understanding of the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS).
  • Ability to travel to customer locations as needed.

Desired Skills

  • Prior experience managing technical contracts and prior technical skills is a huge plus.
