Job description

Based in Northern, VA, Axiologic Solutions LLC has opportunities for you to become part of our high-quality team that delivers innovative solutions to key federal clients. We are currently seeking a Program Manager to support the Cyber & Security (C&S) Division's Secure, Build & Deploy (SB&D) Branch, Cyber Security Tools Section by providing programmatic and process improvement Subject Matter Expertise (SME) in a dynamic, fast-paced environment. Provide strategic planning, critical thinking, thought leadership and visionary insight, and ITIL/Information Technology (IT) Service Management (ITSM) experience coupled with practical technical knowledge and understanding. Ability to anticipate, identify solutions, and reprioritize quickly to meet customer's high expectations. Outgoing team player with adaptable communication styles to effectively advocate Splunk Enterprise implementation to broad audiences across the Defense Intelligence Agency (DIA). Capacity to understand the big picture and deep dive into technical and process details, as required.

Responsibilities

  • Provide oversight and strategic direction in the development of program deliverables for DIA leadership.
  • Provide strategic communications support and advice in areas that will enable stakeholder engagement, best practices, quality assurance, and processes by which current and future capabilities can be assessed.
  • Develop and control program deadlines, budgets, and activities.
  • Apply change, risk, and resource management.
  • Assess program performance and aim to maximize ROI.
  • Support collaboration, coordination, and editing of relevant program documents. Maintain program documentation to reflect the integration of Splunk components and inter-dependencies with Cyber Ops/DCNDC as well as Engineering and Operations capabilities.
  • Develop and present executive-level briefs/reports.
  • Understand ITIL service lifecycle.
  • Coordinate with program Technical Points of Contact (TPOCs) to gather and refine required acquisition-related documentation in a timely manner and work closely with C&S Division resource managers on Planning, Programming, Budgeting, and Execution (PPBE) matters as necessary.
  • Ability to conduct an independent assessment of Splunk usage on different government networks and derive conclusions and recommendations for data quality, cybersecurity, storage, and governance
  • Ability to identify strategic objectives for Splunk use and expansion to work with the government to develop an overarching Splunk Strategy and CONOPs
  • Ability to define and justify SETA Splunk roles and responsibilities compared to Splunk development resources
  • Ability to draft and coordinate SOPs for Splunk-related processes, policies, and functions (e.g. roles, access controls, etc.)
  • Review Splunk engineering documentation
  • Coordinate with government-led groups for Splunk usage, data quality, and governance captured current DIA Splunk processes and workflows, and keep them up to date.
  • Understand foundational-level Risk Management Framework (RMF) lifecycle.
  • Understand Service Central (SC)/ServiceNow to effectively navigate the agency's Change Management process.
  • Maintain an integrated process map of DIA business services in relation to Splunk Enterprise.
  • Advise the government regarding program and process improvement strategies.
  • Schedule meetings, set up video teleconferencing, and coordinate reservation of conference rooms as appropriate.

Qualifications

  • Must have an active/current TS/SCI and ability to pass CI-scope polygraph.
  • At least 10 or more years of specialized experience in the IT field.
  • Bachelor's degree or equivalent training and/or experience.
  • Experience with ITSM processes/software suites (ServiceNow, Remedy, etc.).
  • Knowledge of/experience with Splunk Enterprise software.
  • Working knowledge of program/project management software (Microsoft Project, ServiceNow Project Portfolio Management (PPM), etc.).
  • PMP certification is a plus.
  • Ability to work comfortably with mid-and senior-level civilian/military personnel as well as other agency vendor partners.
  • Ability to work independently, demonstrated flexibility and adaptability to quickly adjust to changing priorities and support tasks as assigned by C&S Division leadership.
  • Detail-oriented, strong analytical and organizational skills, problem-solving skills, forward-thinking skills to anticipate and proactively provide recommendations to customers and teams.
  • Ability to communicate clearly and concisely, both orally and in writing. Strong public speaking skills required. Ability to create high-quality, original documentation.

Travel Requirements

  • Travel may be required both inside and outside the Washington National Capital Region (NCR).
